Scenario: A user named "JOHN" has below mentioned policies assigned to it.
Manage policies at a Compartment D (3rd child).
Manage users in tenancy.
Manage groups in tenancy.
JOHN is used to provision a local user (SAM) which uses API key to authenticate itself.
JOHN created a group and added SAM to it and assigned manage all resources policy to SAM in compartment D.
Question: Will SAM be able to provision (through terraform) VM/(other resources) inside compartment D or not ?
P.S. : Have tried the above scenario. Getting 404 errors with error as "reference to policy docs".
