Password Policy on Native Users

Hi,

I wanted to apply password policy on native shared services users. E.g. password should not contained username, password should contain at least one numeric values, password must be at least 8 character long etc. etc.

Is there is a way ? any document or blog? or i have to use external users like active directory to achieve password policy.
