Oracle EBS 12.2.3, Database 19.10, 2 node RAC, 2 Apps tiers shared fs , on Oracle Linux 7.9 64
We are trying to upgrade. So many infrastructure issues. Too many for one note.
Current issue. I had to 'clone' an instance because we had database corruption when the 2nd rac node was added to the cluster. The issue on the clone is the listener starts but sees no services
The listener starts but sees no services:
Listener message.
The listener supports no services
The command completed successfully
Waiting for service TEST to be available...
Waiting for service TEST to be available...
The service it's looking for is the PDB for EBS.
I don't know where to look for what is missing so it can see the services. The listener starts but I can't connect to it from the appsTier. I get this message from there:

ORA-12514: TNS:listener does not currently know of service requested in connect
